History of Charlestown 
Charlestown is located on the North East River and was founded in 1742. It was laid out to be what might have been the city of Baltimore.Public buildings, court house and market house were planned.A public wharf and shipyard were constructed. Much grain and flour were shipped from Charlestown.
Fairs were held in April and May for the selling of many products.Festivals and dances were also held at this time. These fairs were held at close of the fishing season.
One of the first settlements in Cecil County was made in Carpenters Point.
After Baltimore became important, Charlestown lost much of its prestige and became a fishing town. Later, the shores became a picnicking ground and a place for summer vacationing
Today, boating is by far the main attraction. Some commercial fishing is done but on a very small scale.
The Wellwood Yacht Club and several marinas are busy caring for the many boats docked here.
History of Charlestown Elementary 
For many years a small school served the town of Charlestown.Grades one -through seven were taught here. A two-room school developed which served the town foe many years. In the 1930's and 40's the town planned for a six-room elementary school to be built in the community. The townspeople were not anxious to have most of the school population bussed elsewhere.After much planning and negotiating, the present school building was planned and built.
While this school was under construction, the children were housed wherever possible. Grades 1 and 2 were in the small building.Grades 3 was housed in the firehouse and grades 4, 5,and 6 were transported to Maywood School in Perryville. Finally in the fall of 1959 the present Charlestown School was organized and opened as a six-room school.
The small school is now in the control of the town council.One room is for town meetings. The other room has become the town post office.
Since the original six rooms the school has been added to on several occasions. There are now nine additional rooms added to Charlestown.Four rooms are an additional modular wing and the other five are portable classrooms.There will be an additional room for Pre-kindergarten which is due to be completed in 1998.
The school is going through a complete renovation of the school, which will run from 2002 - 2004. This will double the size of the original school. There will be two classes of every grade in the school. The construction had a kick off meeting in February 2002. The ground was broken in May 2002. The first section was completed for December 2002 and the children moved into the new addition. The second phase began January 2003. The faculty, staff and students looks forward to completing construction in the year 2003- 2004 school year.
The school was completed in February of 2004. The new school was dedicated on May 2, 2004.
