PTSO Bylaws
Article I Name
The name of this organization is the Parents, Teachers, Students Organization
of Rising Sun Middle School.
Article II Purpose
Section 1. The purposes of this organization are stated in the following objects:
a) To contribute to the welfare of children and youth in home, school and
community
b) To aid in communication between the home and the school, that parents and
teachers may cooperate intelligently in the training of the child.
c) To raise the standards of home life.
d) To promote united efforts between educators and the general public to secure
for every child the highest advantages in mental, social and physical
education.
e) To seek adequate laws for the benefit of children and youth.
Section 2. The objectives of this
organization are promoted through educational programs and projects directed
toward parents, teachers, children and the general public. They are developed
through conferences, committees, projects and programs and are governed and
qualified by the basic policies set forth in Article III.
Article III Membership and Dues
Section 1. Membership in this organization shall be open to any person who is
interested in its objectives and willing to uphold its basic policies and
subscribed to its bylaws, without regard to race, color, creed or national
origin.
Section 2. Membership shall be open to
qualified persons at any time.
Section 3. Only members of the organization
shall be eligible to vote in the business meeting, or to serve in any of its
elective or appointed positions.
Section 4. Membership dues shall be
established annually by members of the organization or their designated
representatives.
Article IV Officers and Their Election
Section 1.
Each officer shall be a member of PTSO.
Section 2.
a) The officers of this organization shall consist of a President,
Vice-President, Secretary and Treasurer.
b) Officers shall be elected annually in the month of May. However, if there is
but one nominee for any office, election for that office may be by voice vote
or it is in order for a member to move that the secretary cast the elective
ballot of the organization for the nominee.
c) Officers shall assume their official duties following the close of the
meeting in May and shall serve for a term of one (1) year or until their
successors are elected.
Section 3. Nominating Committee
a) At the April meeting, a nominating committee of at least three persons shall
be chosen. This committee shall nominate an eligible person for each office and
report its nominations at the next regular meeting, at which time additional
nominations may be made from the floor.
b) Only those persons who have signified their consent to serve if elected
shall be nominated for or elected to each office.
Section 4. Vacancies
A vacancy occurring in any office shall be filled for the unexpired term by a
person elected by a majority vote of the executive committee, notice of such
election having been given. In case a vacancy occurs in the office of
President, the Vice-President shall serve notice of the election.
Article V Duties of Officers
Section 1. The President shall preside over all meetings, shall supervise the
work of other officers and committees, shall represent the organization and
shall appoint committees.
Section 2. The Vice-President shall aid the
President in the performance of his/her duties, shall take the Presidents place
when he/she is unable to perform their duties, and perform such other duties as
may be delegated to him/her.
Section 3. The Secretary shall record the
minutes of all meetings of the organization and of the Executive Committee and
shall perform such other duties as may be delegated to him/her.
Section 4. The Treasurer shall have custody
of all the funds of the organization and shall keep a full and accurate account
of receipts and expenditures, and shall make disbursements as authorized by the
President, Executive Committee, or organization. The treasurer shall present a
financial statement at every meeting of the organization and at other times
when requested by the Executive Committee and shall make a full report at the
meeting at which new officers officially assume their duties. The Treasurer
shall be responsible for the maintenance of such books of account and records.
There shall be two authorized signatures on
the checking account, that of the Treasurer and President, only one signature
required for issue of funds. The President will sign in the absency of the
Treasurer. The Treasurer's accounts shall be examined annually or upon request
by an auditor or an auditing committee of at least three members who when
satisfied that the Treasurer's report is correct, shall sign a statement of
that fact at the end of the report.
Article VI Executive Committee
Section 1. The Executive Committee shall consist of the officers of this
organization, and the Principal of the school or a representative appointed by
him.
Section 2. The duties of the Executive
Committee shall be:
a) To transact necessary business in the intervals between organization
meetings and such other business as may be referred to it by the organization.
b) To present a report at regular meetings of the organization.
c) To create such standing committees as it may deem necessary to promote the
objectives and carry on the work of the organization.
d) To receive from each standing committee a plan of work for approval.
e) To select an auditor or an auditing committee to audit the treasurer's
accounts.
f) To approve routing bills within the limits of the budget.
Section 3. Regular meetings of the Executive
Committee shall be held during the year at the call of the President or a
majority of the members of the board. A majority of the committee shall
constitute a quorum.
Article VII Standing and Special
Committees
Section 1. Only members of the organization shall be eligible to serve any
elective or appointive position.
Section 2. The Executive Committee may create
such standing committees as it may deem necessary to promote the objectives and
carry on the work of the organizaiton. The term of each chairperson shall be
one (1) year or until the appointment of his/her successor.
Section 3. The chairperson of each standing
committee shall present a plan of work to the Executive Committee for approval.
No committee work shall be undertaken without the consent of the Executive
Committee.
Section 4. The power to create special
committees rests with the Executive Committee.
Section 5. The President shall be a member
ex-officer at all committees except the Nominating Committee.
Article VIII Meetings
Section 1. At least six (6) regular meetings of this organization shall be held
during the school year. Dates of meetings shall be determined by the Executive
Committee and announced at the first regular meeting of the year.
Section 2. Special meetings may be called by
a majority of the officers, or by a special vote of the members.
Section 3. Notification of meeting dates or
cancellations shall be made at least one day in advance.
Article IX Amendments
These bylaws may be amended at any regular meeting of the organization by a
two-thirds (2/3) vote of the members present and voting, provided that notice
of the proposed amendments shall have been given at previous meeting and
written notice sent out prior to vote.
