    Mission:
    The mission of the Cecil County Public Schools Gifted and Talented program is to work in collaboration with stakeholders to identify, advocate for and meet the needs of students who demonstrate characteristics of gifted learners and creative thinkers. The program is designed to nurture the gifts and talents of students as they develop the skills necessary for lifelong learning.
     
     
     

Philosophy

  • Cecil County Public Schools is committed to INCLUSIVE educational practices using the principles of UDL through DIFFERENTIATED & INDIVIDUALIZED instruction as evidenced by EFFECTIVE PRACTICES through THE BIG FOUR of Content Planning, Instructional Strategies, Classroom Management, and Assessment for Learning.
     
    The Gifted and Talented program is aligned with this philosophy and recognizes that each student is unique and has his/her own individual abilities, promise and potential; hence, there is no single gifted student profile. We believe the characteristics of creative thinkers and gifted learners are evident regardless of race, ethnicity, gender, socioeconomic status, geographic location, primary language and/or disability.
     
    The Gifted and Talented Program provides services that support a student’s ascending intellectual demand. Specifically, Gifted and Talented Instructional Coaches (GTIC) at the elementary and middle school levels work as consultants and collaborators with classroom teachers to plan and implement lessons that challenge students through differentiation of the curricula. Most services are provided in the classroom on a regular basis by classroom teachers. Particular attention is paid to extending the depth and complexity of the learning outcomes in developing and adapting units and lessons. The GTIC works as an advocate for the academic and affective needs of gifted and talented students. Services such as cluster grouping, independent study, small group instruction, compacting, and extra-curricular experiences are available and are determined by student needs. Beyond grade 8 students are offered Honors and Advanced Placement (AP) courses within their courses of study.
     
    *Ascending Intellectual Demand is a process that provides appropriate challenge and pacing as a child moves through the stages of learning: novice, apprentice, practitioner, and expert. Each stage has different learning characteristics and needs which, when identified, allows the teacher to use assessment data to create responsive instruction.

Definition of Gifted

  • A gifted student is one who has outstanding talent and performance, or shows potential for performance, at remarkably high levels of accomplishment in areas of gifted learning and/or creative thinking when compared with other students of a similar age, experience, or environment. Gifted students show aptitude (exceptional ability to reason and learn) or competence (documented performance or achievement in top 10% or rarer) in one or more academic domains.
    *This definition is based on the definitions of giftedness from the Annotated Code of Maryland and the National Association of Gifted Children.
