Liz Monti is a seasoned financial professional with over 30 years of experience in the banking industry and a deep commitment to educational equity. As Vice President of Financial Education at APG Federal Credit Union, Liz leads initiatives that promote financial literacy across schools and communities, helping students build lifelong skills in money management and economic understanding.
Her leadership extends beyond the credit union, with board service at The Foundation of CCPS, the Maryland Council on Economic Education, and past board service at Harford County Education Foundation, Habitat for Humanity Susquehanna, and Upper Bay Counseling & Support Services, to name a few. Liz brings a strategic mindset, a passion for youth empowerment, and a collaborative spirit to her role on the foundation board.
Born and raised in Cecil County, Angie is grateful for the opportunity to continue serving the community they call home. With a professional background in restaurant hospitality and event planning, Angie has had the privilege of connecting with many individuals across the region. They are deeply committed to ensuring that every child receives the support and opportunities necessary to thrive in school and prepare for future career paths. This passion led Angie to join the Educational Foundation board, where they are honored to contribute to its mission of enhancing the education of all CCPS students.
Joe Shephard is a lifelong Cecil County resident and the Founder & President of BlackForge, a branding and strategy firm focused on helping businesses and nonprofits grow with purpose. With over 25 years of experience in marketing, business development, and creative leadership, Joe has worked across corporate, healthcare, and community sectors. He’s passionate about giving back through service, currently serving on multiple nonprofit boards across the county. His commitment to education, community impact, and legacy building is what led him to support The Foundation and its mission.
Jen Shaw is the Public Information Officer for Cecil County Public Schools, where she leads efforts to keep the community informed and engaged. With 27 years in education—including 21 in Cecil County—she has served as a teacher, administrator, and now communicator. Jen also serves as Coordinator and Secretary for The Foundation, supporting programs that expand opportunities for students. Her work reflects a deep commitment to public education and community partnerships.
Dr. Jeffrey A. Lawson was appointed Superintendent of Cecil County Public Schools in 2018 and reappointed for a second term in 2022. With over 40 years in K-12 education—including 16 years in Cecil County—Dr. Lawson has held numerous leadership roles and was named Maryland’s Superintendent of the Year in 2025. A dedicated servant leader, he champions equitable opportunities for all students and families, guided by his “People First” philosophy.
Dr. Jenni Hammer serves as the Associate Superintendent for Education Services in Cecil County Public Schools. Having worked in the district for over 30 years, Dr. Hammer has served as an Elementary School Teacher, Instructional Coach, Assistant Principal, Principal, and the Executive Director for Elementary Schools. Dr. Hammer is responsible for educational programs and processes in the district, including curriculum development and implementation, student support services, technology integration, and providing consulting services for administrators in the field. Dr. Hammer received her Bachelor's degree in Elementary Education from West Chester University (PA) and her Master's Degree from Loyola College of Maryland in Educational Leadership. She completed her doctorate at the University of Delaware and has a professional interest in leadership theory and practice.
Sarah Colenda graduated from Perryville High School and is a lifelong resident of Cecil County. She resides in Principio Furnace near Perryville, Maryland. Ms. Colenda is the executive director of the Principio Furnace Foundation, Inc., a non-profit organization in Cecil County. She is a Maryland Farm Bureau member, vice president of the board of directors for the Lower Susquehanna Heritage Greenways, secretary of the Elkton YMCA, board member of the YMCA of the Chesapeake, vice president of the Chesapeake Heritage Conservancy, Inc. (Skipjack Martha Lewis), past president of the Rotary Club of North East, has served on the boards of Habitat for Humanity Susquehanna, Perryville Chamber of Commerce, Cecil County Chamber of Commerce and the Arc.
Ms. Colenda has worked with numerous other community groups, including West Cecil Health Center, Harford and Cecil County Boys and Girls Club, Fair Hill International, Elk Creek Combine Driving, Fair Hill International Young Event Horse Championships, special events for Union Hospital, Boy Scouts Round Table, Cecil County Fair, and has served on the Cecil County Comprehensive Plan Review Committee.
With over 20 years of experience in high-level sports (primarily soccer) and a decade in education (charter and private schools), Vikesh “Ricky” specializes in building strong teams and developing leadership through the powerful lenses of sport and learning. His work centers on using these platforms not just for performance, but as tools for personal growth and community building. Since 2023, he’s been proud to be part of the Great Wolf Lodge Maryland team, where he continues to champion collaboration, mentorship, and leadership development.
After a distinguished 36-year career with Cecil County Public Schools, Rick Edwards retired in 2020. His service included leadership roles as a principal at three elementary schools and one middle school. Rick concluded his career as the Director of Education Services at the Carver Center, a position he held for three years. He holds a Bachelor of Science degree in Elementary Education and a Master's degree in School Administration.
With his extensive experience and passion for education, Rick is eager to contribute to The Foundation's mission of supporting the students and teachers of Cecil County Public Schools.
Jim Gawthrop has been a valued member of York Building Products since 2005. Although recently retired, he continues to contribute to the company by supporting select projects. During his tenure, Jim held key leadership roles, including Vice President of Operations and Vice President of Engineering. His responsibilities spanned the management of six mining operations across Maryland and Pennsylvania, overseeing permitting processes with local and state agencies, and fostering relationships with local nonprofit organizations.
Anne is a Cecil County native who graduated from Perryville High School. After graduating from college, Anne began a 38-year career with CCPS. She was an English and Mathematics teacher, coach, athletic director, lead teacher, assistant principal, principal, and Executive Director for Secondary Education. In addition to serving on the Foundation Board, she is President of the Board for Fair Hill Nature Center, volunteers as a tutor through CASA, and volunteers with Fair Hill International and The Maryland 5 Star.
Dr. J. Heather Handler

Dr. J. Heather Handler is the Program Coordinator for Career and Technical Education (CTE) in Cecil County Public Schools, with over 17 years of experience in Florida, Delaware, and Maryland. A former U.S. Navy Search and Rescue Swimmer, she brings strategic leadership to STEM and workforce development. Her innovative work includes launching Cecil County’s Youth Apprenticeship Program and Maryland’s first Summer Lineworker Program. Dr. Handler has been recognized many times for her transformative impact on career-focused education. She continues to create pathways that connect students with high-demand industries and future success.
Josh Hayhurst is the owner of Superdojo Martial Arts in Elkton, where students learn focus, discipline, and confidence through physical training and social-emotional development. As a member of The Foundation’s Executive Committee, Josh contributes his time and expertise to help bridge the gap between schools and community partners. Through Superdojo, he works directly with students, families, and educators to reinforce the same character and leadership skills taught in classrooms. His involvement reflects a hands-on partnership—one built on shared time, mentorship, and community presence—rather than transactional sponsorships.
Kyle Hoffman has spent over a decade with York Building Products in Cecil County, advancing through progressive leadership roles. He currently serves as Director of Engineering and Planning for the company’s Maryland operations, focusing on mine permitting, environmental stewardship, and strategic development projects. Kyle is committed to making a positive impact in the local community where he works.
Jason Lim is a Baltimore, Maryland native and a proud Virginia Tech Hokie. He is a former U.S. Army Captain, having served six years with distinction. Following his military career, Jason built a successful career as a financial advisor at Edward Jones in Elkton, Maryland, where he brings over 14 years of experience helping clients navigate complex financial planning decisions. He has also served on several boards for various organizations, contributing his leadership, strategic insight, and commitment to community service.
Nick LaBrant is a creative marketing strategist with over 15 years of experience in branding, content creation, and digital engagement. He has led successful campaigns across web, social, and video platforms—generating millions of impressions and building audiences from the ground up for companies like AUI Power and Utilitrain. With a background in graphic design, photography, videography, and storytelling, Nick specializes in turning complex ideas into clear, compelling content that gets results. Whether designing a brand, directing a video shoot, or launching a new website, he brings hands-on expertise and a passion for connecting people through purposeful content.
Megan McRay is a seasoned leader with over 20 years of experience in business development, community engagement, and organizational leadership. She currently serves as a Business Development Specialist with PuroClean, overseeing growth strategies, partnerships, and multi-state operations. Previously, she was Executive Director of the Cecil County Chamber of Commerce, where she led advocacy, strategic initiatives, and programs to strengthen the local business community. Passionate about service, Megan also serves on several boards and committees, championing initiatives that empower businesses and support community prosperity.
Tracy Reynolds brings over 25 years of experience in the financial services industry, with a focus on relationship management and community development. She is passionate about education and believes in its power to transform lives. Tracy is dedicated to expanding opportunities for students through fundraising and outreach. As a board member, she looks forward to supporting the foundation’s mission and making a meaningful impact.
Jack Schammel is the CEO of the Cecil County Chamber of Commerce, where he leverages over two decades of experience as a corporate leader, entrepreneur, and executive coach to champion the local business community. With expertise in strategic planning and leadership development, he has helped companies achieve remarkable results, including guiding startups to secure over $60 million in follow-on funding. As the founder of a successful management consulting firm and an active community leader, Jack is passionately committed to building a resilient and thriving economic future for Cecil County.
