Enrollment Info for PreKindergarten 3
PreKindergarten 3 Enrollment begins on April 1, 2025
All families interested in enrolling in PK 3 or PK 4 programs MUST provide annual income information as part of the application process. Income verification forms must be submitted for an application to be considered.
Children enrolling in PK 3 programs:
- Must be 3 by September 1, 2025
- Must be a Cecil County resident
- Family annual income must be 300% FPL (Federal Poverty Level) or less
- Child must have an active, valid and verified Individualized Education Plan (IEP)
Prekindergarten 3 classes are located at eight elementary schools across Cecil County:
- Bainbridge Elementary, Port Deposit, MD
- Bay View Elementary School, North East, MD
- Cecil Manor Elementary, Elkton, MD
- Chesapeake City Elementary, Chesapeake City, MD
- Gilpin Manor Elementary, Elkton, MD
- Holly Hall Elementary, Elkton, MD
- Kenmore Elementary School, Elkton, MD
- Perryville Elementary, Perryville MD
- Rising Sun Elementary, Rising Sun, MD
Program Structure:
Prekindergarten 3 programming sessions are offered four days per week - Monday, Tuesday, Thursday, and Friday.
Sessions occur in the morning or afternoon. Morning session times are 8:45 - 11:50 a.m. and afternoon session times are 12:50 - 3:45 p.m.
Prekindergarten 3 programs are not offered on Wednesdays. Families and children have the opportunity to engage in community and family enrichment services and events on Wednesdays of each school week.
**The Maryland State Department of Education (MSDE) requires the submission of income information and verification documentation for participation in voluntary Prekindergarten 3 and 4 programs.
Only one form of documentation is required to be submitted for income verification, age verification, and verification of residence. Documents are submitted electronically online as part of the online application process.
Allowable Proof of Income Verification Documents:
- W-2
- Completed Federal Tax Forms (gross income) 1040 or 1099
- Pay Stubs - 1 month of recent pay stubs are required
- Active Temporary Cash Assistance Award Letter with valid date ranges and household members
- Active Food Stamp/SNAP Award Letter with valid date ranges and household members
- Free and Reduced Meals Award Notification with valid date ranges and household members
- Official Foster Care stipend documentation
- Medicaid documentation with valid date ranges and household members
- CCPS No Income Verification form, notarized
- CCPS Self Employment Affidavit, notarized
Eligible families will be enrolled by the school system into one of our 8 prekindergarten 3 locations or may elect to enroll their child with an eligible private provider. Our private provider locations include Mount Aviat Academy, Trinity Preschool, Family Child Care Alliance of Maryland, Kid City, or HJC Early Learning Center. The options for private provider locations are based on the eligible private providers who applied and received grants through the Maryland State Department of Education. The opportunity to enroll at a selected private provider location is based on the availability of open seats within that location, meeting eligibility criteria for prekindergarten 3, and the ability to self-transport the child to the location (no bus services are offered to private provider locations).

Free and Reduced Meal Benefit Application
Free and Reduced Meal Benefit Applications are now available online for meal benefits for the 2024-2025 school year. Filling out the application online is the preferred method and can be approved overnight.
