Preschool Program

The Mission of Early Childhood Special Education in Cecil County Public Schools is to ensure that all young children with disabilities enter school with the foundational skills necessary to become successful learners. Referrals for PreKindergarten-3 (PK3) and PreKindergarten-4 (PK4) special education services may be initiated through Child Find or through transitions from the Infants and Toddlers Programs.
For children identified with educational disabilities, the Individualized Education Program (IEP) Team determines appropriate services and supports. These decisions are based on each child’s unique needs and are provided in the least restrictive environment, which may include:
- The provision of speech and language services, delivered itinerantly at the child’s home school or a community-based location,
- Placement in a Cecil County Public Schools PreKindergarten-3 special education classroom,
- Participation in a Cecil County Public Schools Pre-kindergarten-4 classroom with appropriate supports, or
- Other settings as determined by the IEP Team to best meet the child’s individual needs.
Pre-Kindergarten-3 students with disabilities receive services at the following locations with placement determined by the student’s attendance area.
- Bainbridge Elementary
- Bay View Elementary
- Cecil Manor Elementary
- Chesapeake City Elementary
- Gilpin Manor Elementary
- Holly Hall Elementary
- Kenmore Elementary
- Perryville Elementary
- Rising Sun Elementary
Pre-Kindergarten-4 students with disabilities receive services at their resident school locations.
