Third Party Billing/Medicaid

Third Party Billing is the process for billing the Department of Health and Mental Hygiene (DHMH) for reimbursement of health-related services, as well as service coordination, rendered to Medicaid eligible children with disabilities by qualified Cecil County Public Schools service providers.

Third Party Billing provides Cecil County Public Schools with an opportunity to generate recovery costs for health related services provided to students who meet Medicaid guidelines to supplement programs and services for children with special education needs.

What Services are Eligible for Reimbursement?
CCPS can seek for reimbursement for services required by a child's Individualized Family Service Plan (IFSP) or Individualized Education Program (IEP). Services eligible for reimbursement include:

  • Audiology
  • Nursing services
  • Nutrition services
  • Occupational therapy
  • Physical therapy
  • Psychology services
  • Service coordination/Case management
  • Social work services
  • Speech and language services
  • Transportation

School districts may not charge parents for the costs of related services that have been included in the child’s IEP.  The school receives federal, state and local funding to cover the costs of these services so that the child may receive a Free and Appropriate Public Education (FAPE) as required by law.

If your child has Medicaid, you will be asked for written consent allowing the school to bill Medicaid for therapy services that the school provides.  Parents should understand that allowing the school to charge for their child’s in-school services does not in any way minimize any Medicaid services the child receives outside of school. Parents are not obligated to agree to consent for billing Medicaid.
