    Announcing the PRC AnnualConference flier Special Education Resource Conference!  This year it will be held virtually and is open to all parents, caregivers, educators and community members that are interested in learning more about the session topics.

    Join the workshop sessions virtually on March 23, 2021 and March 30, 2021; each night from 6:30 PM - 8:30 PM.


    Gain knowledge in Communication & Advocacy skills and on ways to manage Stress & Anxiety in ourselves and our children.

  • The CCPS Parent Resource Center for Special Education (PRC) exists to provide a resource for parents, educators, and the community that will benefit all youth with disabilities birth to 21 years of age. The center provides training, resources, and linkages between the school and community.

     Staffed by parents and educators, the center activities include but are not limited to the following:

    • Offer support to parents who need someone to talk to on an individual basis in a confidential, supportive atmosphere.
    • Refer families to local support groups, workshops, advocacy groups and recreational opportunities. 
    • Provide an opportunity for families to network and share ideas and experiences.
    • Link experienced parents to parents of newly identified children with similar special needs.
    • Seek ways to encourage and strengthen communication between parents and school personnel.
    • Maintain a lending library of books and DVD's on a wide range of special education topics such as types of disabilities, parenting, social skills, advocacy and special education law.

    • Due to COVID-19, the PRC office at Gilpin Manor Elementary School is currently closed.
    • All of our upcoming events will be VIRTUAL. 
    • *If Cecil County Public Schools are closed due to inclement weather, PRC events for that day will be canceled.



    Parents or guardians of children receiving special education and related services will be mailed the Maryland Special Education Parent Involvement Survey from the Maryland State Department of Education, Division of Special Education/Early Intervention Services during the week of February 8, 2021. Parents are asked to complete the survey and return it in the postage paid envelope by May 21, 2021.  The Survey may also be completed online.  Please look for details in your survey packet.  To learn more, please see click on the links below and/or visit
