    Parents or guardians of children receiving special education and related services will be mailed the Maryland Special Education Parent Involvement Survey from the Maryland State Department of Education, Division of Special Education/Early Intervention Services during the week of February 8, 2021. Parents are asked to complete the survey and return it in the postage paid envelope by May 21, 2021.  The Survey may also be completed online.  Please look for details in your survey packet. Your feedback will help guide efforts to improve special education and related services in your local school system.  Your voice can make a real difference for your child and many other children across the state of Maryland.  To learn more, please see click on the links below and/or visit https://www.mdparentsurvey.com.

  • The CCPS Parent Resource Center for Special Education (PRC) exists to provide a resource for parents, educators, and the community that will benefit all youth with disabilities birth to 21 years of age. The center provides training, resources, and linkages between the school and community.

    Classroom Image

     Staffed by parents and educators, the center activities include but are not limited to the following:

    • Offer support to parents who need someone to talk to on an individual basis in a confidential, supportive atmosphere.
    • Refer families to local support groups, workshops, advocacy groups and recreational opportunities. 
    • Provide an opportunity for families to network and share ideas and experiences.
    • Link experienced parents to parents of newly identified children with similar special needs.
    • Seek ways to encourage and strengthen communication between parents and school personnel.
    • Maintain a lending library of books and DVD's on a wide range of special education topics such as types of disabilities, parenting, social skills, advocacy and special education law.

    • Due to COVID-19, the PRC office at Gilpin Manor Elementary School is currently closed.
    • All of our upcoming events will be VIRTUAL. 
    • *If Cecil County Public Schools are closed due to inclement weather, PRC events for that day will be canceled.

  • The PRC maintains an email distribution list to provide information about PRC events, to inform about local resources and local agency program opportunities that are relevant to families with children, birth to 21, with special needs or delays.
